Understand the Visa Commercial Enhanced Data Program (CEDP)
The Visa Commercial Enhanced Data Program (CEDP) lets eligible merchants qualify for Product 3 interchange rates when they send transaction data that meets Visa's data requirements.
How you can qualify for Product 3 rates
To qualify for Product 3 interchange rates, you must meet the CEDP eligibility requirements and send complete and accurate enhanced data with your transactions. Visa reviews your data and updates your verification status based on whether your data meets CEDP requirements.
Step 1: Check that you are eligible for Visa CEDP
To be eligible for Visa CEDP, you must meet the following requirements:
- Your customer uses an eligible commercial credit card to pay for the transaction:
- Corporate cards
- Purchasing cards
- Fleet cards
- Business cards
- Your merchant category code (MCC) is not on Visa's exclusion list.
- You opt in to Visa CEDP in your application when you sign up for a merchant account with Payroc. If you don't opt in, your transactions don't qualify for Product 3 interchange rates. To opt in to Visa CEDP, contact us at (888) 477-4500 or cs@payroc.com.
Step 2: Send enhanced data with your transactions
Send complete and accurate Product 3 data with each transaction. Payroc does not enter or populate the transaction data for you. Use actual transaction information in every required field. Filler values, placeholder values, or empty fields might prevent your transactions from qualifying for Product 3 interchange rates.
Product 3 data
For each transaction, send the following Product 3 data:
| Field name | Description |
|---|---|
| Customer Reference Number | Purchase order (PO) number for the transaction. |
| Shipping Address | Customer's shipping address, including street address, city, state, and ZIP code. |
| Sales Tax | Amount of tax for the transaction. |
| Sales tax indicator | Indicates whether the transaction is taxable or exempt from tax based on the tax amount you provided. |
| Full name | Customer's full name. |
| Sales Discount | Amount of discount for the transaction. |
| Freight Amount | Amount of shipping or freight for the transaction. |
| Duty amount | Amount of duty or import for the transaction. |
| Commodity Code | Code that represents the item category or type. |
| Product Code | Product identifier for the item, for example, a stock keeping unit (SKU). |
| Description | Description of the item. |
| Quantity | Number of units sold for the item. |
| Unit of Measure | Unit used to measure the item, for example, each, box, and hour. |
| Unit Price | Cost of one unit of the item. |
| Discount Rate | Discount rate for the item. |
| Tax Rate | Tax rate for the item. If the transaction is exempt from tax, enter 0 for the tax rate of the line item. Don't leave the field blank. |
| Line Item Total | Total amount for the item after discount and tax. |
| Line-item detail indicator | Indicates whether the transaction includes item information based on the details you provided. |
Data best practices
Visa provides the following guidelines to help you avoid common data quality issues:
| Data | Do | Don't |
|---|---|---|
| Description for each line item | Use specific product descriptions, especially for subscriptions. | Use generic names, blanks, repeated business names, single characters. |
| Product code for each line item | Use actual SKUs or meaningful descriptors. | Submit tax code, card product, or random data. |
| Tax rate for each line item | Provide correct tax or zero where appropriate. | Provide incorrect, uniform tax values that don't match jurisdiction rules. |

Step 3: Visa reviews the data you send
Visa reviews the data you send to determine whether it meets CEDP requirements. The verification process changes depending on your verification status at the time of settlement.
Non-verified status
Visa assigns a non-verified status to you if they haven't verified your data yet, or your data didn't meet CEDP requirements. If you have a non-verified status at the time of settlement, the standard interchange rate applies to your transactions. Visa then reviews your data within 10 to 15 days.
If your data meets CEDP requirements, your status changes to verified, and you qualify for Product 3 interchange rates. When this happens, you receive a credit on your statement for the rate difference.
If your data doesn't meet CEDP requirements, the standard interchange rate continues to apply.
Verified status
Visa assigns a verified status to you if they have verified your data and it meets CEDP requirements. If you have a verified status at the time of settlement, Product 3 interchange rates apply to your transactions.
To maintain your verified status, you must continue to send complete and accurate transaction data. Visa continuously monitors your data quality and re-evaluates your status approximately every 90 days. If your data quality decreases, you might lose your verified status.
Large ticket transactions
Visa also offers Large Ticket interchange rates for high-value transactions that use Visa Corporate cards or Visa Purchasing cards. The rates feature:
- A higher flat fee
- A lower percentage-based interchange fee
CEDP benefits for businesses
- Lower processing costs with Product 3 rates
- Expanded eligibility, including business credit cards
- Granular transaction evaluation, even for unverified merchants
- Opportunity to opt out of CEDP by contacting your processor or Visa representative
